Recall Notifications- Week 43 of 2020


In order to protect the legitimate rights and interests of consumers, the European Union, the United States, Canada and other countries have established special early warning and notification mechanisms. The European Union RAPEX system, the US CPSC official website and the Canadian Health Canada official website regularly publish information on the recall of unsafe products that appear in their borders. The United States and Canada will also implement joint recalls of certain products.

The 43th week of 2020, there are 16cases of consumer goods recalled in the US and EU markets, including2case of textile products and footwear,13cases of toys, and 1 case of medical supplies. The recalled cases mainly involve safety issues such as health risks, excessive chemical components, small parts (choking), and swallowing hazards.


1、Battery-operated toy


Circular No.: A12/01421/20

Recall reason: Choking, Cuts.

Violation of regulations: The product does not comply with the requirements of the Toy Safety Directive and the relevant European Standard EN 71-1.

Country of origin: China

Submitted by: Lithuania

Risk details: Small parts (flowers, wheels) can easily detach from the toy. A child may put them into the mouth and choke on it. The toy has accessible sharp elements, which could cause cuts.

Mandatory measures: Withdrawal of the product from the market.


2、Children's hoodie


Circular No.: A12/01415/20

Recall reason: Strangulation.

Violation of regulations: The product does not comply with the relevant European standard EN 14682.

Country of origin: China

Submitted by: Iceland

Risk details: There are drawstrings in the hood/neck area, of the hoodie. These drawstrings can become trapped during various activities of the child, leading to strangulation.

Mandatory measures: Recall of the product from end users (By: Distributor).


3、Mermaid Princess Dolls

Recall reason: Chemical.

Violation of regulations: The product does not comply with the REACH Regulation.

Country of origin: China

Submitted by: United Kingdom

Details of risk: The plastic material of the toy contains an excessive amount of bis(2-ethylhexyl) phthalate (DEHP), dibutyl phthalate (DBP) and di-isonylephthalate (DINP).These phthalates may harm the health of children, causing possible damage to their reproductive system and/or liver.

Mandatory measures: Recall of the product from end users.


4.Soft toy


Circular No.: A12/01410/20

Recall reason: Injuries.

Violation of regulations:The product does not comply with the requirements of the Toy Safety Directive and the relevant European Standard EN 71-1.

Country of origin: China

Submitted by: Poland

Details of risk: The sequins can easily be detached. A small child might put the toy in the mouth, detach the sequins with the teeth and inhale them.This could lead to infection in the lungs.

Mandatory measures: Withdrawal of the product from the market.


5.Set of soft toys

Recall reason: Chemical, Choking.

Violation of regulations: The product does not comply with the REACH Regulation, and with the requirements of the Toy Safety Directive and with the relevant European standards EN 71.

Risk details: The product contains an excessive amount of lead. Lead is harmful to human health, accumulates in the body, can cause developmental neurotoxicity and may also affect breast-fed or unborn children. The fibrous stuffing material of the toy is easily accessible due to the weakness of certain seams. A small child may put the stuffing material in the mouth and choke.

Mandatory measures: Destruction of the product, Withdrawal of the product from the market.


6.Soft textile doll

Recall reason: chemical composition exceeds the standard.

Violation of regulations:The product does not comply with the requirements of the Toy Safety Directive and the relevant European Standard EN 71-1.

Submitted by: Slovakia

Risk details: The velcro can be detached from the dress, generating a small part, and the fibrous stuffing material is easily accessible due to the weakness of certain seams. A small child may put the small part or the stuffing material in the mouth and choke on them.

7. Toy police set

Cause of recall: Choking, Injuries

Compliance: The product does not comply with the requirements of the Toy Safety Directive and the relevant European standard EN 71-1.

Risk details: The suction cups can be easily detached. If a child puts the projectile in the mouth, the suction cup could detach and obstruct the airways. Moreover, the kinetic energy of the projectiles, when hitting a person, is too high. This could cause injuries, especially to the eyes.

Mandatory measures: Import rejected at border.


8.ToyGun

Recall reason: Choking.

Violation of regulations: The product does not comply with the requirements of the Toy Safety Directive and the relevant European standard EN 71-1.Country of origin: India

Risk details: The eggs are small parts. A small child may put them in the mouth and choke.

9.Keychain

Cause of recall: Choking

Risk details: Small parts (the metal ring and the nose) can easily detach from the toy, generating small part. A small child may put them in the mouth and choke.

10. Plastic mermaid doll

Compliance: The product does not comply with the REACH Regulation.

11. Metsola Bunny Cardigan

Cause of recall: Choking

violation of regulations: The product does not comply with the relevant European standard EN 71-1.

Risk details: The product contains small decorative elements (buttons) that can easily be detached. A child may put it in the mouth and choke on it.

Mandatory measures: Withdrawal of the product from the market.


12. Particle filter mask

Cause of recall: Health risk / other.

Violation of regulations: The product does not comply with the Personal Protective Equipment Regulation and with the relevant European standard EN 149.

Risk details: The product bears a CE marking but is not certified as protective equipment by a relevant body. Consequently, the product might not fulfil the health and safety requirements and thus not properly protect if not combined with additional measures.

14. Super Soft Air Clay

Cause of recall: Chemical

violation of regulations: The product does not comply with the requirements of the Toy Safety Directive and the relevant European standard EN 71-3.

Country of origin: The Netherlands

Risk details: The migration of boron from the toy slime is too high (measured value up to 2010 mg/kg). Ingestion or contact with an excessive quantity of boron may harm the health of children by damaging their reproductive system.

Mandatory measures: Withdrawal of the product from the market.


15. Green plastic swing

Recall reason: Injuries, Strangulation.

violation of regulations: The product does not comply with the requirements of the Toy Safety Directive and of the relevant European standard 71-8.

Country of origin: Serbia

Submitted by: Croatia

Risk details: The T bar is too low, allowing a child to lean over it causing the swing to turn forward. This can lead to the child falling from the swing, causing injuries. The ropes of the swing are not adequate and can create a loop through which a child may insert his/her head, leading to strangulation.

Mandatory measures: Ban on the marketing of the product and any accompanying measures.


16. Puzzle play mat
